It is a complaint about the closed 1961 trial of members of the Ukrainian Workers' and Peasants' Union (URSS) — an underground group of Lviv lawyers who advocated for Ukraine's withdrawal from the USSR by referendum. In May 1961, the Lviv Regional Court sentenced Lev Lukyanenko to death, later commuted to 15 years in prison, Kandyba to 15 years, and the rest to 10 years. At the end of the publication are explanations of Soviet abbreviations — from "KDB" to articles of the Criminal Code of the Ukrainian SSR — for the Western reader.

Ivan Kandyba (1930–2002) — lawyer, dissident, political prisoner, one of the founders of the Ukrainian Helsinki Group. Born in the village of Stulno in Volodavshchyna (now Poland), his family was deported to the Ukrainian SSR in 1945. Graduated from the Faculty of Law at Lviv University (1953), worked as a notary, judge, and lawyer. Served a full 15-year sentence in Mordovian and Perm camps and Vladimir Prison; in 1981, he was sentenced again to 10 years in special-regime camps and 5 years of exile; released in 1988. In independent Ukraine, he headed the OUN Leadership in Ukraine.

The letter was printed in the journal Suchasnist in December 1967, and in the same year published as a separate pamphlet at the expense of the Munich branch of the UKHRR under the KUVPO imprint. The prices on the cover in marks, francs, pounds, and dollars indicate that the pamphlet was distributed among Ukrainians in Western Europe and North America.
