Eleven chapters trace the independence movement’s ideas on the eve of the German-Bolshevik war through the Act of June 30, 1941, the formation and growth of the UPA, raids in Ukrainian territories, and the winter operations of 1943–1944. The second half of the book consists of documentary material: facsimiles of appeals, underground leaflets and German propaganda leaflets against the OUN, and photographs—including images of the public execution of ten Ukrainians in the Market Square in Drohobych on December 2, 1943. The volume concludes with a list of documents and an index of proper names. In the 1946 preface, the Press Bureau stated that it was publishing the work in its first edition because access to archival materials was impossible at the time.

Mykola Lebed (1909–1998) was one of the leading figures of the OUN, convicted at the 1936 Warsaw trial for the murder of Minister Bronisław Pieracki, and served as the OUN Security Service’s liaison officer; after the arrest of Stepan Bandera in 1941, he headed the OUN Leadership in Ukrainian territories. In 1944, he became a co-founder of the OUN-ZPU and its General Secretary for Foreign Affairs; from 1949, he lived in the United States, where he directed the Prologue Research and Publishing Association. He died in Pittsburgh.

The second edition commemorates the fortieth anniversary of the first edition: a new article by Prof. Ivan Hrynko (1907–1994)—the OUN-ZPU’s second deputy chairman and long-time head of its Foreign Representation—has been added to the 1946 text, while the documents and photographs come from the archives of the OUN-ZPU Foreign Representation in New York. The 1946 first edition is extremely rare; in the Ukrainian SSR, the work was held in special collections and was not available to readers until 1991. Copies signed by the author are uncommon.
